Hull man fined £400 for fly-tipping offence in Wawne

A man from Hull has been fined £400 by East Riding of Yorkshire Council for dumping three bags of waste next to a bin on Ferry Lane, Wawne.

A streetscene enforcement officer from the council searched the waste and found evidence which led to a male in Hull. The man was interviewed under caution by post and admitted to disposing of the bags of waste, choosing to leave them next to a street litter bin on Ferry Lane in Wawne as his own bins were full.

Following this admission the man was issued with a fixed penalty notice for £400.

Litter bins on the highway are for general litter and are not intended for household waste to be left in or near. Any household waste should be disposed of in your wheelie bins or taken to your local household waste recycling site.

If your local site is closed, you can keep your waste on your property until your recycling site reopens or use a licensed waste carrier and follow the SCRAP code (see below).

Paul Tripp, head of streetscene services at the council, said: "It is simply not acceptable to just dump bags of waste next to litter bins on our highways - they are not there for household waste.

"The majority of residents have been supportive of our campaign against fly-tipping and try to keep the streets tidy, but there are some who still break the law and dump rubbish.

"We investigate all reports of fly-tipping, our officers will continue to patrol the East Riding and any evidence found will be used to bring a prosecution or a fixed penalty."

The council continues to remind residents that they are responsible for disposing of their own waste properly and legally - by using their bins at home, using their local household waste recycling site, or hiring a registered waste carrier to take it away.

Anyone caught dumping rubbish or fly-tipping could be ordered to pay a £400 fixed penalty notice but, if unpaid, the issue will be taken to court where they could face an unlimited fine or even imprisonment.

The SCRAP Code

Residents are urged to follow the SCRAP Code and make the following checks when hiring anyone to take away their rubbish:

• Suspect - Beware of rogue waste carriers. Reputable companies do not usually make direct approaches. If in any doubt as to whether someone is a legitimate waste carrier, do not allow them to take your waste.
• Check - Ask to see their waste carrier registration details and verify them by checking the online register at data.gov.uk/public-register/view/search-waste-carriers-brokers or by calling the Environment Agency on 03708 506 506. Note down the registration number of the vehicle used to take your waste away.
• Refuse - Refuse unsolicited offers to have any rubbish taken away. Always carry out your own research and choose who you wish to approach.
• Ask - Always ask what exactly is going to happen to your rubbish and seek evidence that it is going to be disposed of appropriately. A legitimate, professional waste carrier who wants your business should not object to being asked reasonable questions.
• Paperwork - Make sure you get a proper receipt containing the written information for your waste. This should include what has been removed and where it will be going. Make sure the firm's or trades person's details are included.
